In the Field of Policy Development Concerning the Facilitation o f the European Union’s Hydrogen Market Ramp-Up and the Strengthening o f the Competitiveness of the European Manufacturing Sector for Hydrogen Technologies.
This Letter of Intent (LOI) is entered into by BWIHK, representing more than 650.000 companies, and CCIGE, representing more than 230.000 companies, to affirm our shared commitment to collaborating on policy development aimed at accelerating the European Union’s (EU) hydrogen market ramp-up. Both organizations recognize the critical importance, undeniable necessity, and pressing urgency of establishing a competitive European hydrogen market that can effectively position itself o n the global stage.
The timely and effective establishment o f a hydrogen market is integral t o the EU’s strategic ambitions and will yield substantial benefits for the companies we represent. Primary outcomes include contributing to the strengthening of the EU’s energy sovereignty, supporting the achievement of decarbonization targets, enhancing flexibility and resilience within the energy system. Moreover, it will catalyse the development of innovative value chains within the European green technology sector, thereby safeguarding the technological autonomy of the European manufacturing industry and strengthening its competitive position in international markets.
Both our organizations are committed to their mission of developing well grounded policy recommendations for EU lawmakers, reinforcing our roles as proactive and constructive advocates. Our initial focus encompasses key policy areas, including: (a) the establishment of a comprehensive and incentivising regulatory framework for the EU hydrogen market; (b) strategies to efficiently scale up hydrogen production; (c) the development and optimisation of a Pan-European hydrogen infrastructure; (d) the design of effective and sustainable funding mechanisms; (e) measures to advance the European green technology sector, focusing on increasing competitiveness through innovation and safeguarding European technological autonomy, and (f) fostering international collaboration through hydrogen diplomacy to secure long-term supply chains and strengthen the role of the European green technology sector i n global markets.
This LOl is not legally binding but expresses the genuine intention of both parties to cooperate toward common goals.
